FAYETTEVILLE, N.C. (AP) — Eleven-year-old Patrick Downing squirmed in the leather salon chair, bouncing with impatience as he gripped the armrests. He was long overdue for a haircut. After being instructed to take off his glasses, the chair swiveled around to reveal his long, tangled ponytail.
